            Climate change is one of the greatest challenges that humanity faces in the 21st century. A wide range of preparedness measures can be implemented in response to both observed and anticipated climate change and varying effects on locations, sectors and population demographics of the economy. However, the effectiveness of local level preparedness efforts depends on several elements including economics, local politics, leadership, available information, institutional framework and local awareness. There is no easy solution to this global problem. Realizing the importance of the challenges of changing climate, the Government of Tamil Nadu has taken a first step and prepared a State Action Plan on Climate Change (SAPCC) for the state of Tamil Nadu in par with India’s National Action Plan on Climate Change (NAPCC). Importantly, Government of Tamil Nadu recognizes the importance of knowledge on climate change for managing its resources. In this respect it has already created various platforms to monitor and document the climate trends, status of its environment and natural resources and the new innovations that are being implemented as remedial steps to stop the degradation of the resources due to human influences. Climate is another key driver that is likely to deleteriously influence the sustainability of natural resources and also the livelihoods of people that depend on the same. Therefore, developing the knowledge base that supports the development of strategies to adapt to the consequences of the interactions of the changing climate with the natural resources is imperative. Policy decisions made based on this will enable the State to secure human well being of its population and hence ensure food security, economic security and environmental sustainability.

The main aim of including the National Mission on Strategic Knowledge for Climate Change should ideally serve as a support mission for generating and providing strategic knowledge to all other 7 National Missions under National Action Plan on Climate Change within built capacities for continuous and mid course changes in trajectories to take into account of international developments in climate change related issues.

Thus, there is a high need for the State of Tamil Nadu to develop an exclusive road map with well defined objectives and with well established institutional set up for knowledge management on climate change issues to fulfill the goals of Tamil Nadu State Mission on Strategic Knowledge Management of Climate Change as envisaged in TNSAPCC.

Objectives of NMSKCC

With aforementioned background the program aims to establish a systematic and dedicated cell on knowledge management that shall serve the community through dissemination of climate change knowledge. To achieve the project aim the following objectives are formulated. The objectives are:

  • To establish Tamil Nadu State Climate Change - Knowledge Management Cell (TNSCC-KMC) with advanced research capabilities to take up climate change issues under DST (SCCC-DST).
  • To build DATA-BANK and a knowledge repository for storing and retrieving climate change information at the State level to be useful to all sectoral line departments, institutes/universities, public etc..
  • To establish a network with various stakeholders within the State.
  • To develop benchmark/assessment relevant for all adaptation and mitigation sectors.
  • To assess risk and vulnerability due to climate change in the State through academic institutions.
  • To develop capacity building for all relevant Departments of State Government/stakeholders, to create awareness on climate change and develop capabilities to handle various issues.
  • To conduct training programmes for all concerned Departments.
  • To develop a Climate Change Knowledge Portal for assisting decision makers in framing appropriate policy interventions in the activities of various Government Departments.
